The CMCFA Bargaining Team has met the employer throughout the summer with a total of 13 bargaining sessions under our belt. We have now presented all our proposals, listened to their proposals and sent strong signals where we found their positions problematic. The Employer tells us that they will give us a comprehensive offer in the next several weeks. It is our intention to carefully review that offer and to present a counterproposal as appropriate.

You will recall that we filed three unfair labour practice (ULP) complaints during this round of bargaining; we are continuing to engage at the bargaining table despite these complaints.

The first ULP complaint was filed in July 2024, after the employer announced cuts to courses and positions which we allege violated the statutory freeze during bargaining. Both parties have agreed to have this complaint heard before the Federal Public Sector Labour Relations and Employment Board (FPSLREB) on the basis of written submissions. Our written submissions are due on October 20, 2025. The Employer’s submissions are due on November 17, 2025, after which we will have a right to reply by December 1, 2025.

The second ULP complaint was filed in August 2024, after the employer announced, for the first time in our bargaining history, that they would require members of the CMCFA Bargaining Team to take leave without pay for bargaining. We allege this conduct violated the statutory freeze in place during bargaining and represented bad-faith bargaining. A hearing before the FPSLREB is scheduled for March 2026.

The third ULP complaint was filed in June 2025 and relates to the program pauses at RMC and the Canadian Military Colleges Review Board Report. We allege that the Employer’s conduct violated the statutory freeze on working conditions during bargaining and further that, by withholding information relating to this decision, the Employer also violated the duty to bargain in good faith. A hearing before the FPSLREB is scheduled for January 2026. The employer has committed to implementing any order issued by the FPSLREB in time for student registration in the 2026-2027 Academic Year.

We remain committed to reaching an acceptable tentative agreement as soon as possible.
