This is the first update of the 2022 round of collective bargaining. Here you will find information on the CMCFA Bargaining Committee, the timeline as we currently know it and upcoming changes to the Public Service Health Care Plan.

We are very happy to announce the formation of our Bargaining Committee consisting of the following CMCFA members: Sylvain Leblanc [RMC Faculty of Engineering] as Chair, Philippe Beaulieu-Brossard [CFC/RMC Defence Studies Department], Charles-Philippe Courtois [RMCSJ Humanities and Social Sciences Department], Huw Osborne [RMC Faculty of Social Sciences and Humanities] and Emanuele Sica [RMC History Department, representing term members and sessionals]. We are very excited to be working on your behalf and we look forward to negotiating for you.

A Bargaining Mandate was authorized by the CMCFA membership at our last annual general meeting in late May. Our collective agreement expired at the end of June, but its provisions remain in effect until a new agreement becomes effective. We served the employer Notice to Bargain and our terms and conditions of employment are currently under statutory freeze in accordance with the Federal Public Service Labour Relations Act. I have met the Treasury Board Chief Negotiator who will be leading the employer’s bargaining team. Your CMCFA Bargaining Committee is currently working on proposals based on the Bargaining Mandate and the employer’s team is also busy preparing its proposals. We intend to meet the employer’s bargaining team at the table to exchange proposals in October.

Finally, I am happy to report that improved benefits to the Public Service Health Care Plan (PSHCP) have been announced, which will become effective on 1 July 2023; while the PSHCP falls outside of collective bargaining, it represents benefits that are important to our CMCFA members. We wish to thank the National Joint Council (NJC) and particularly the Bargaining Agent Side Co-Chairperson, Dany Richard, President and Chair of the Board of Directors of the Association of Canadian Financial Officers (ACFO-ACAF), for this great work. For details of the upcoming changes, please refer to this announcement on the ACFO-ACAF website, but be sure to address any questions you may have to the CMCFA and not to the ACFO-ACAF.
